Ukraine Winter Situation Interventions
The coldest months in Ukraine are typically from November to March, with temperatures often dropping below zero combined with rain, snow and shorter daylight hours. In addition, the housing conditions for millions of Ukrainians have become increasingly perilous since the start of the war. Displacement, property damage, sudden loss of livelihoods and disruption to fuel supplies have left many families living in unstable conditions.
For refugees who have fled to the neighbouring countries of Bulgaria, Hungary, Moldova, Poland, Romania, and Slovakia, the shortage of winter-appropriate accommodation and the rising cost of gas, electricity and heating in Ukraine could drive an increase in people fleeing the country during the winter months, who will in turn require support in countries of arrival.
With the harsh weather fast approaching, immediate interventions in shelter, protection and basic assistance are essential to ensure warm, safe, and dignified living conditions.
UNHCR’s priority for the winter months is to ensure the protection and well-being of refugees by contributing to the Governments’ efforts to ensure warm, safe and dignified living conditions.
Interventions in response to the needs across the Ukraine situation will focus on:
• Core relief items,
including heating appliances, winter clothing, thermal blankets and other essential items
• Shelter interventions (inside Ukraine),
including repairs in some areas, insulation, and expansions to collective and winter-ready spaces
• Winter cash assistance
targeted for the most vulnerable to meet their basic needs;
• Strengthening protection support
to ensure that highly vulnerable refugees are identified and helped (in neighbouring countries)

We ensure that as many funds as possible are redirected to refugees, stateless persons and asylum-seekers. 85 per cent of all funds raised go directly to field operations. 7 per cent is allocated for global programmes, helping refugees, internally displaced people, asylum seekers and stateless people under the UNHCR mandate around the world, and 8 per cent is for headquarters administration.
