Winter Refugee Emergency: Act Now!
The cold winter is coming. Freezing temperatures and the hardship of displacement weigh heavily on refugees.
- Many refugees live in makeshift shelters that lack insulation. Heavy rain and snowstorms make these shelters damp and cold, severely worsening living conditions and threatening the health of displaced families.
- Snowstorms and flooding disrupt essential services in refugee camps, leading to blocked roads that hinder families's access to critical resources.
- Limited clean water and sanitation in overcrowded shelters heightens hygiene challenges.
- Fuel shortages hinder heating, cooking, and daily operations.
- Common disease outbreaks, such as cholera and polio, pose significant health risks to displaced families.
HKD 2,200 could provide emergency cash assistance to support a family affected by recent missile or shelling attacks in Ukraine.
HKD 3,175 could provide hygiene kit to 11 displaced persons and reinforce hygiene practices in Lebanon.
HKD 5,499 could provide a bukhary heating device for 40 displaced families to keep them warm during the harsh winter season in Afghanistan.
HKD 7,800 could provide a school in refugee village with solar geyser to ensure warm water and energy effective heating during winter months.
HKD 10,764 could provide cash assistance to 6 vulnerable Syrian families to help meet their most pressing needs

We ensure that as many funds as possible are redirected to refugees, stateless persons and asylum-seekers. 85 per cent of all funds raised go directly to field operations. 7 per cent is allocated for global programmes, helping refugees, internally displaced people, asylum seekers and stateless people under the UNHCR mandate around the world, and 8 per cent is for headquarters administration.
UNHCR staff work as closely as possible with and for people forced to flee, with 90 per cent of our workforce based in field locations. For further details on UNHCR's budget, read our Global Report.
UNHCR, the UN Refugee Agency, is a global organisation dedicated to saving lives, protecting rights and building a better future for people forced to flee their homes because of conflict and persecution.
We lead international action to protect refugees, forcibly displaced communities and stateless people.
We deliver life-saving assistance, help safeguard fundamental human rights, and develop solutions that ensure people have a safe place called home where they can build a better future. We also work to ensure that stateless people are granted a nationality.
