Powerful Storm Daniel brought record-breaking rainfall, causing dams to collapse and neighbourhoods to be wiped out. Thousands of people have lost their lives. Families have been displaced, losing their homes and livelihoods due to surging waters.
This natural disaster is not only driving new displacement but making life even more precarious for tens of thousands of refugees and internally displaced people in Libya. After being uprooted from their homes by conflict and violence, they are displaced once again, forced to start over.

Working closely with national and international partners, we’ve dispatched emergency supplies – such as tarpaulins, blankets, solar lamps and soap – are deploying an emergency team and activating an emergency hotline. Your money helps UNHCR provide protection, shelter and other forms of assistance, and advocacy on behalf of displaced and stateless people every year. We ensure that as many funds as possible are redirected to refugees, stateless persons and asylum-seekers. 85 per cent of all funds raised go directly to field operations. 7 per cent is allocated for global programmes, helping refugees, internally displaced people, asylum seekers and stateless people under the UNHCR mandate around the world, and 8 per cent is for headquarters administration. UNHCR staff work as closely as possible with and for people forced to flee, with 90 per cent of our workforce based in field locations. For further details on UNHCR's budget, read our Global Report.

UNHCR co-chairs the Protection Cluster with the Department of Social Welfare and Development in the Philippines since January 2011. The Protection Cluster has been established by the National Disaster Coordinating Council (NDCC) Circular No.5 series of 10 May 2007.
